You can download a trial of Premiere Pro CS6 through the Creative Cloud application manager. And you can download and install the application manager without subscribing to anything. On the Apps tab click Filters and Versions and select Previous Version.

Regardless of how you go about getting the trial, if you decide to buy a perpetual license, you can do so through this page: Creative Suite 6. It also might be possible to purchase through the Help menu.
Edited to add: I think one place where you're getting confused is in conflating the Creative Cloud subscription system and the Creative Cloud application manager--certainly an understandable point of confusion. You can use the CC application manager to install a trial of any application available threw Creative Cloud, and then purchase the perpetual license outside of the Creative Cloud. Another understandable point of confusion is that "CS6" and "CC" are different versions, but you can download CS6 through the CC application manager.
