Does a word document full of Jpegs reduce in size when converted to a PDF- so it can be emailed

Complete novice-

I have created a word document full of pictures inserted as jpegs- It is over 21 mb and I need to send it to my architect- Will converting the whole document into a PDF mean the email will send it?
